         Ms. Walker welcomed everyone to the meeting.

2.  Director's Report:  Dr. Dan Morrill

        Dr. Morrill explained the function of the Survey Committee and presented the general context of the agenda items. 

3.  Survey and Research Report for the Phillips House and Morris Barn, 131 West Charles St., Charlotte, N.C.:  Mr. Stewart Gray 

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. ROGERS THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE PHILLIPS HOUSE AND BARN, 131 WEST CHARLES ST. MATTHEWS, N.C., INCLUDING THE ENTIRE EXTERIOR OF THE HOUSE AND THE ENTIRE EXTERIOR OF THE BARN, THE ENTIRE INTERIOR OF THE HOUSE AND THE ENTIRE INTERIOR OF THE BARN, AND ALL OF THE LAND INCLUDED WITHIN THE TAX PARCEL, BE PROCESSED FOR HISTORIC LANDMARK DESIGNATION.  THE COMMITTEE UNANIMOUSLY APPROVED THE MOTION.

4. Study List Applications

A.  House at 1501 The Plaza, 1501 The Plaza, Charlotte, N.C.

 

Staff explained the claims of the house for special significance and recommended that the subject property be placed on the Study List of Prospective Historic Landmarks.  The owner of the property, Mr. Tom Barnett, explained the work that has been done on the house to preserve its original integrity.

 

MR. NORMAN PRESENTED A MOTION SECONDED BY MR. ROGERS THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE  HOUSE AT 1501 THE PLAZA , CHARLOTTE, N.C., BE PLACED ON THE STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS.  THE COMMITTEE  UNANIMOUSLY APPROVED THE MOTION.

 

B.  Caldwell-Berry Estate, 17231 McIlwaine Road, Huntersivlle, N.C.

 

Staff explained the claims of the property for special significance and recommended that the subject property be placed on the Study List of Prospective Historic Landmarks.  Ms. Anita C. Robinson, a family member, explained her historical association with the property.

 

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. ROGERS THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE  CALDWELL-BERRY ESTATE, 17231 McIWAINE ROAD, HUNTERSVILLE, N.C.,  BE PLACED ON THE STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS.  THE COMMITTEE  UNANIMOUSLY APPROVED THE MOTION.

 

 

C.  Derita School Gymnasium, 6115 Rumple Road, Charlotte, N.C.

 

Staff explained the claims of the building for special significance and recommended that the subject property be placed on the Study List of Prospective Historic Landmarks.

 

MR. NORMAN PRESENTED A MOTION SECONDED BY DR. MATTSON THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE  DERITA SCHOOL GYMNASIUM, 6115 RUMPLE ROAD, CHARLOTTE, N.C., BE PLACED ON THE STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS.  THE COMMITTEE  UNANIMOUSLY APPROVED THE MOTION.

 

D.  Star Saint Matthews Lodge 566, 124 Morris Road, Matthews, N.C.

 

Staff explained the claims of the lodge building for special significance and recommended that the subject property be placed on the Study List of Prospective Historic Landmarks.  Mr. Charles Grier and Mr. Nathan Parker were present in support of the recommendations for the property.

 

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. NORMAN THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE  STAR SAINT MATTHEWS LODGE 566, 124 MORRIS ROAD, MATTHEWS, N.C., BE PLACED ON THE STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS.  THE COMMITTEE  UNANIMOUSLY APPROVED THE MOTION.

 

E.  Washington Heights House, 2215 Sanders Avenue, Charlotte, N.C.

 

Staff explained the claims of the house for special significance and recommended that the subject property be placed on the Study List of Prospective Historic Landmarks.

 

MR. ROGERS PRESENTED A MOTION SECONDED BY MR. NORMAN THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE  WASHINGTON HEIGHTS HOUSE, 2215 SANDERS AVENUE, CHARLOTTE, N.C., BE PLACED ON THE STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS.  THE COMMITTEE  UNANIMOUSLY APPROVED THE MOTION.

 

F.  Belmont Shotgun House, 1405 Kennan Street, Charlotte, N.C.

 

Staff explained the claims of the house for special significance and recommended that the subject property be placed on the Study List of Prospective Historic Landmarks. Michael Sullivan explained how he became aware of the property.

 

MR. NORMAN PRESENTED A MOTION SECONDED BY MR. ROGERS THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE  BELMONT SHOTGUN HOUSE, 1405 KENNAN STREET, CHARLOTTE, N.C., BE PLACED ON THE STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS.  THE COMMITTEE  UNANIMOUSLY APPROVED THE MOTION.

 

G.  Prosperity Church Cemetery, 5533 Prosperity Church Road, Charlotte, N.C.

 

Staff explained that this item had come before the Committee at its last meeting.  Staff distributed an email from the church leadership stating that it did not desire historic landmark designation but was committed to the preservation of the property.  Staff recommended that the cemetery not be placed on the Study List of prospective landmarks.

 

MR. NORMAN PRESENTED A MOTION SECONDED BY DR. MATTSON THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE  PROSPERITY CHURCH CEMETERY, 5533 PROSPERITY CHURCH ROAD, CHARLOTTE, N.C., NOT BE PLACED ON THE  STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS.  THE COMMITTEE  UNANIMOUSLY APPROVED THE MOTION.

 

H.  House at 2143 Sherwood Avenue, 2143 Sherwood Avenue, Charlotte, N.C.

 

Staff explained the claims of the house for special significance and recommended that the subject property be placed on the Study List of Prospective Historic Landmarks.

 

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. ROGERS THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE  HOUSE AT 2143 SHERWOOD AVENUE, CHARLOTTE, N.C. BE PLACED ON THE STUDY LIST OF PROSPECTIVE HISTORIC LANDMARKS.  THE COMMITTEE  UNANIMOUSLY APPROVED THE MOTION.

 

 

5. Consideration of Funding Survey and Research Reports.

 

A.  Arthur Smith Studios, 5457 Monroe Road, Charlotte, N.C.

 

Dr. Morrill stated that the Commission can fund Survey and Research Reports on properties that: 1) the owner demonstrated a financial need, 2) highly endangered properties, and 3) properties that possess a high level of special significance.  The subject property would qualify under criterion 3.  Staff explained that the FY '14 Budget of the Commission does not contain funds for the preparation of Survey and Research Reports.  Mr. Jim Easton, owner of the property, was present in support of the Staff recommendations.

 

MR. ROGERS PRESENTED A MOTION SECONDED BY MR. NORMAN THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE COMMISSION FUND A SURVEY AND RESEARCH REPORT ON THE ARTHUR SMITH STUDIOS, 5457 MONROE ROAD, CHARLOTTE, N.C., WHEN FUNDS BECOME AVAILABLE.  THE COMMITTEE UNANIOUSLY APPROVED THE MOTION.

 

B.  PINEVILLE MILL MANAGERS HOUSES, 304 and 402 Dover Street, Pineville, N.C.

 

Staff explained that the houses are already on the Study List.  The Commission is negotiating with the Town of Pineville about prospective acquistion of the properties..

 

DR. MATTSON PRESENTED A MOTION SECONDED BY MR. NORMAN THAT THE COMMITTEE RECOMMEND TO THE HISTORIC LANDMARKS COMMISSION THAT THE COMMISSION FUND  SURVEY AND RESEARCH REPORTS ON THE MILL MANAGERS' HOUSES, 304 AND 402 DOVER STREET, PINEVILLE, N.C., WHEN FUNDS BECOME AVAILABLE.  THE  COMMITTEE UNANIOUSLY APPROVED THE MOTION.
